 The threat of "ONE INCH TO FEDERALISM" and the report about China and Russia, is by far a very practical example as well as recommendation,(and I admire it, though). But the big question is this: will it cater for those political and economic elite that are afraid of the changes in politics and business they have had in the present? I doubt it will catch attention to the dismay of the masses; at least this criticism earn points in this area. "PA-ET". Embarrassed

Will the elite fear "one-inch"? I think they will fear more "1 foot" because it opens to the unknown (meaning a shift to federalism that is a major departure from the current elite-dominated unitary system). The Communist Party of China were the elite when they had their crisis of sustainability. By doing the shift the "one-inch" way vested interests in the "command system" were not upset and yet a little space was provided for personal incentives (the bedrock of capitalism) to thrive, and within a couple of decades a totally new elite with a vested interest in the new system was born. Same with the Philippines I think. The elite here will not see their interests threatened as everyone can have their current share of the pie. But by unleashing the creativity and initiative of our local peoples the pie will/can increase and from this increase the new system will entrench itself. The elite can sense that our socio-political-economic situation is about to break. We need to begin to move to the alternative. One inch is fine, based on the China experience for what was relevant to them at their point of crisis.
